El proceso de elaboración de la agenda urbana del Eixo Atlántico, primera agenda urbana transfronteriza de Europa reconocida por la Comisión Europea, y sobre todo de su plan de acción, no solo debía alinearse con el proceso de la Agenda Urbana Europea y con la agenda urbana española, uno de los primeros países europeos que la desarrolla, sino muy especialmente con el ODS 2030 de Naciones Unidas.

This publication brings together the four documents that were prepared in the context of the C4C Platform - Cities for Cooperation integrated, together with the Eixo Atlántico, by RIET - Iberian Network of Transboundary Cooperation Entities, MEDCITIES - Network of Cities of the Mediterranean, CAAC - Conference of the Atlantic Arc Cities and FAIC - Forum of Adriatic and Ionian Cities.

These documents were made between January and November 2018 to ensure that the interests of the cities were considered in the preparation of the Multiannual Financial Framework 2021-2027.
Originally, the documents were in Spanish, Portuguese and English according to the language of the expert who led the group that produced it. As a consequence, this publication collects all the documents in English and the reports in their original version (one in Spanish and three in Portuguese) since they are the vehicular languages of both the experts and the C4C networks that cover the entire Atlantic seafront and the Mediterranean:


European Territorial Cooperation and the Cohesion Policy. A contribution for the Europeans’ common future.
European Union budget for the future. Comment to the European Commission’s proposal for the multiannual financial framework and its impact on European Territorial Cooperation.
Measures to implement the C4C proposals. A contribution for the Europeans’ common future.
The Interreg for the future. Comments on the proposal for new regulations of the Cohesion Policy.

These documents were made between January and November 2018 to ensure that the interests of the cities were considered in the preparation of the Multiannual Financial Framework 2021-2027.

In the next decades, cohesion of European regions faces four main challenges that are expected to impact the development of European economies and societies: adaptation to globalisation, demographic change, climate change and the energy challenge. The response of the different regions of the Atlantic Area to these challenges will not be homogeneous due to the wide diversity of productive structures present in the region.
